Amends 72 O.S. 2011, Section 67.13 to update language governing the W.V.C. (War Veterans Commission) Revolving Fund

Oklahoma Veterans Commission authorized to make expenditures or loans from the revolving fund for emergency financial aid to honorably discharged veterans and their spouses or surviving spouses who have been legal residents of Oklahoma for at least one year

Removes outdated "war" terminology and updates references to the Oklahoma Department of Veterans Affairs and Office of Management and Enterprise Services for fund administration

Director of the Oklahoma Department of Veterans Affairs must certify that payments meet criteria established by Oklahoma Veterans Commission regulations

Declared an emergency measure, effective immediately upon passage and approval
