Senate Bill 1254 Summary

• Creates new Section 327.1 of Title 61 allowing Office of Management and Enterprise Services to invite proposals for purchase or lease and redevelopment of state-owned properties meeting criteria including National Register listing, Oklahoma Historical Society designation, Capitol Complex location, or campus location.

• Establishes evaluation committee including at least one Long Range Capital Planning Commission member to assess proposals based on economic benefits, redeveloper qualifications, financial ability, and fidelity to historic significance when applicable.

• Requires Office of Management and Enterprise Services to notify Oklahoma Historical Society and obtain approval prior to selling or reusing any property owned by the Society, listed on National Register of Historic Places, or potentially of historical significance.

• Amends existing asset reduction program reporting requirements to include indication of historic status and requires approval from Oklahoma Historical Society before disposition of historic properties.

• Allows Office of Management and Enterprise Services to reject any and all bids for state property proposals.
