SB 1278 Summary

• Creates the "Criminal Justice Pay for Success Revolving Fund" in the State Treasury, administered by the Office of Management and Enterprise Services as a continuing fund not subject to fiscal year limitations

• Fund monies shall be expended only for contracts with social service providers delivering criminal justice programs with outcomes that reduce public sector costs, with payment contingent upon verified successful program completion

• Eligible contractors must meet three requirements: provide at least $2,000,000 in capital funding for service delivery, demonstrate verifiable evidence of successful completion rates from prior diversion or reentry programs, and serve individuals not under Department of Corrections custody or control

• Expenditures require verification by the Office of Management and Enterprise Services that successful program completion was achieved, with payments made by State Treasurer warrants upon approved claims from the Director
