• Amends Section 2-7-614 to transfer foster care licensing authority from the Board of Juvenile Affairs to the Office of Juvenile Affairs for children in state custody.

• Modifies Section 2-7-615 to remove duplicate contract requirements, specifically eliminating the requirement to provide foster parents with "applicable policies and procedures of the Office of Juvenile Affairs" twice in placement documentation.

• Requires the Office of Juvenile Affairs to provide foster parents with essential information at placement including caseworker contact information, county foster parent association details, and a statement of foster parent rights.

• Becomes effective November 1, 2014.
