Amends 34 O.S. 2011, Section 8 to modify the process and timeline for circulating initiative and referendum petitions in Oklahoma.

Changes petition circulation procedures by requiring the Secretary of State to set a circulation start date only after all appeals, protests, and legal proceedings are resolved and the ballot title process is complete, rather than within 90 days of petition filing.

Establishes that the circulation start date must be set between 3-10 days after resolution of appeals and legal processes, with signatures required to be submitted within 90 days of that set date.

Allows proponents to voluntarily terminate the circulation period early by certifying to the Secretary of State that all petitions have been filed, no more are in circulation, and they will not circulate any additional petitions.

Declares an emergency clause, making the act effective immediately upon passage and approval.
