Changes the effective school year for funding calculations from 1997-98 to 2015-16, with weighted average daily membership (WADM) based on the highest enrollment from either the first nine weeks of the current school year or the preceding school year.

Eliminates consideration of the second preceding school year when determining the highest WADM used in Foundation Aid and Salary Incentive Aid calculations, simplifying the comparison to just current year and prior year data.

Maintains special provisions for nonresident students enrolled in online courses, whose weighted membership continues to be based solely on the preceding school year's WADM.

Requires electronic reporting by the Commissioners of the Land Office and county treasurers to the State Department of Education beginning July 1, 2014, replacing previous reporting methods.

Declares an emergency to make the changes effective upon passage and approval rather than waiting for the standard effective date.
