Amends 68 O.S. 2011, Section 3006 to authorize county excise boards in counties with populations exceeding 500,000 (per Federal Decennial Census) to set salaries for elected county officers, superseding the board of county commissioners in this function.

Requires excise board salary-setting to comply with parameters established in Section 180.71 et seq. of Title 19 of the Oklahoma Statutes.

Mandates county excise board members complete training: at least 6 hours within 18 months of appointment for first 4 years of service, then 3 hours every 4 years thereafter, covering duties related to authorized millage rates and offered through Oklahoma State University Cooperative Extension Service.

Declares the measure an emergency act that takes effect immediately upon passage and approval.
