• Amends Oklahoma law to allow handgun license holders to carry firearms on college, university, and technology center property if authorized by written policy or individual written consent from the institution's president or administrator.

• Removes administrative fine, hearing, and license suspension procedures previously applied to violations by licensees at educational institutions; keeps criminal misdemeanor penalties.

• Grants immunity from liability to colleges, universities, and technology centers that adopt policies allowing concealed or unconcealed weapons, except for workers' compensation claims.

• Maintains existing restrictions on firearms in K-12 schools unless a private school adopts an authorizing policy, with immunity protections for private schools that allow weapons.

• Takes effect November 1, 2014.
