Amends 47 O.S. 2011, Section 14-109 regarding gross vehicle weight limits for motor vehicles on roads and highways

Single axle weight limit remains at 20,000 pounds; establishes weight limits based on distance between extreme axles using a detailed table ranging from 4 feet (34,000 pounds) to 60 feet (90,000 pounds)

Creates exceptions allowing 5% overweight allowance for vehicles transporting timber, grain, fertilizer, cotton, livestock, peanuts, canola, sunflowers, soybeans, rock, sand, gravel, coal, and flour when registered at maximum rate and not operating on interstate highways

Allows utility and refuse collection vehicles to exceed standard weights by up to 15% of gross vehicle weight limits while adhering to manufacturer component ratings and prohibits operation on interstate highways

Permits 400-pound additional weight allowance for vehicles equipped with auxiliary power or idle reduction technology units with proper certification; establishes $100 annual permit fee for exempt vehicles; effective July 1, 2014
