SB 1370 Summary

• Changes the effective plan year for state employee vision benefits from January 1, 2005 to January 1, 2015 for the Office of Management and Enterprise Services.

• Requires vision plans to meet five criteria to be offered: maintain statewide network of at least 200 providers; operate in Oklahoma for 5+ years; be licensed/registered by Insurance Department or State Department of Health; provide accurate product information; and provide coverage for exams, frames, lenses, and/or contact lenses.

• Mandates that any Oklahoma-based vendor meeting the criteria must be offered for enrollment; allows the Office discretion to select up to one out-of-state vendor as an alternative if no qualified Oklahoma vendor is available.

• Eliminates the previous requirement that vision plans be offered through agents or third parties; plans must now be offered directly by the administering company.

• Effective date: November 1, 2014.
