Amends 70 O.S. 2011, Section 1-113 to change the notification timeline for entities housing children in out-of-home placements from 7 days to 11 days of admittance to the school district.

Requires on-site educational services to begin on the 11th day of admission for minors in acute psychiatric care facilities who are persons requiring psychiatric treatment as defined by Title 43A of the Oklahoma Statutes.

Adds acute psychiatric care facilities to the list of entities (residential facilities, treatment programs, therapeutic foster homes, and specialized foster homes) for which school districts must provide educational services.

Amends 70 O.S. 2011, Section 3-104.7 to require on-site educational services in partial hospitalization programs, day treatment programs, and day hospital programs to begin on the 11th day of admission for minors requiring psychiatric treatment.

Effective July 1, 2014, with an emergency declaration allowing immediate implementation upon passage and approval.
