SB 1381 Summary

• Amends 70 O.S. 2011, Section 1210.545 to require the State Board of Education to retain an independent agency or organization to review and evaluate Oklahoma's A-F school grading system

• Directs independent review to assess the calculation metrics, clarity, transparency, statistical trustworthiness and credibility of the A-F annual report card beginning October 1, 2014 and on October 1 of any subsequent year when changes are made to the grade calculation

• Requires findings and recommendations from the independent agency to be reported to the Governor, President Pro Tempore of the Senate, and Speaker of the House of Representatives

• Maintains existing school grading components including whole school performance (50%), whole school growth (25%), bottom quartile growth (25%), and bonus points for high school graduation rates, advanced courses, and attendance

• Effective July 1, 2014, with emergency declaration for immediate implementation
