Amends 17 O.S. 2011, Section 139.102, which provides definitions used in the Oklahoma Telecommunications Act of 1997.

Adds new definition for "Hospital" as a healthcare entity licensed by the Oklahoma Department of Health at a specific location.

Modifies definition of "Not-for-profit hospital" to include hospitals located in Oklahoma that are licensed under Title 63, Section 1-701 et seq. and exempt under Internal Revenue Code Section 501(c)(3), or owned by municipality, county, public trust, or state and primarily funded by county, state, or federal support.

Renumbers definitions 11-30 to 12-31 to accommodate the new hospital definition, maintaining consistency throughout the statute.
