Amends 47 O.S. 2011, Section 1102 to modify the definition of "all-terrain vehicle" by replacing the requirement for a seat designed to be straddled and handlebars with a requirement that the vehicle be 50 inches or less in width.

Modifies the definition of "recreational off-highway vehicle" by replacing the requirement for non-straddle seating and steering wheel with a requirement that the vehicle be 65 inches or less in width.

Applies to motor vehicle registration definitions in the Oklahoma Vehicle License and Registration Act.

Effective date is July 1, 2014.

An emergency clause is declared allowing the act to take effect immediately upon passage and approval.
