Renames the Post-Military Service Occupation, Education and Credentialing Act and defines "service member," "veteran," and "military spouse" for purposes of the act, with veterans limited to those discharged within 3 years prior to application.

Directs the State Superintendent of Public Instruction to develop expedited educator certification processes for service members, veterans, and military spouses, including authority to issue temporary educator certificates.

Requires all health occupations boards and commissions to develop expedited licensure/certification processes for service members, veterans, and military spouses, with board-assigned advisors to assist with applications.

Authorizes the State Department of Health EMS division to credit military training and education toward Emergency Medical Technician and Emergency Medical Responder licensure requirements.

Establishes procedures for automatic license extension during active duty, fee-free renewal while deployed, and continued good standing for licensed professionals on active duty, effective November 1, 2014.
