SB 1413 Summary

• Amends 27A O.S. 2011, Section 2-2-201 to modify membership requirements for the Water Quality Management Advisory Council

• Increases the Water Quality Management Advisory Council from 9 to 12 members with equal appointment power shared by the Governor, President Pro Tempore of the Senate, and Speaker of the House of Representatives (4 members each)

• Modifies the qualification for one Governor-appointed member from "a private laboratory certified by the Department" to "a commercial or publicly owned laboratory accredited by the Department for both the Drinking Water and the General Environmental Laboratory classifications of accreditation"

• Establishes a 7-member quorum requirement for the expanded 12-member council

• Declares an emergency effective upon passage and approval of the act
