• Establishes the "Drought Proof Communities Act of 2014" to provide public funds for improving drinking water and wastewater systems in small Oklahoma communities.

• Makes funds available to municipalities and rural water/sewer districts with populations below 7,000 persons (based on latest federal census or American Community Survey data).

• Prioritizes funding for communities with populations below 1,750 persons and gives preference to those with weaker fiscal capacity.
