SB 1438 Summary

• Amends 59 O.S. 2011, Section 1850.10 relating to the Oklahoma Mechanical Licensing Act and application of licensing requirements.

• Adds exemption from mechanical licensing requirements for contractors and employees of intrastate gas pipelines, gas gathering pipelines, chemical plants, gas processing plants, and petroleum refineries when performing work on their own facilities or equipment.

• Exempts employees of research facilities from licensing requirements when performing operational inspections, mechanical work, maintenance, or repairs on their own research equipment that requires non-standard construction details or involves equipment destruction.

• Maintains existing exemptions for property owners performing minor repairs, portable air conditioning units, manufactured home air conditioning connections, manufacturing facility employees, boiler/pressure vessel work under Labor Commissioner jurisdiction, and state institution employees.

• Public utilities, gas pipeline companies, gas processing companies, rural electric associations, and municipal utilities remain exempt during work on their own facilities or customer energy audits and minor maintenance.
