Amends laws regarding firearm carrying by district attorneys, judges, U.S. attorneys, and the Oklahoma Attorney General by requiring completion of a handgun qualification course for court officials developed by the Council on Law Enforcement Education and Training.

Extends firearm carrying authority to former/retired district attorneys and judges of the district court, with eligibility verification required from appropriate retirement systems.

Authorizes the Council on Law Enforcement Education and Training to issue identification cards to qualifying officials and requires immediate return of cards if the person is no longer eligible or ends employment.

Applies to district attorneys, assistant district attorneys, district court judges, municipal judges, retired district court judges, United States Attorneys, Assistant United States Attorneys, and the Attorney General and assistant attorneys general.

Becomes effective November 1, 2014.
