Amends the Nine-One-One Wireless Emergency Number Act (63 O.S. 2011, Section 2843) to add definitions including "regionalization of dispatch services" and update the definition of "place of primary use" to allow customers to choose between billing address or primary user's street address.

Modifies Section 2843.1 to allow county commissioners to propose a wireless 911 fee ranging from $0.50 to $2.25 per month per wireless connection (previously fixed at $0.50), subject to voter approval.

Permits annual adjustment of the approved 911 fee by majority vote of the board of county commissioners, up to the maximum rate approved by voters in the county.

Specifies that fee proceeds fund operation and maintenance of wireless 911 service, including personnel costs and regionalization of dispatch services when economically feasible.

Effective date: September 1, 2014.
