Amends 74 O.S. 2011, Section 840-4.6 relating to state employee pay structures and compensation systems.

Changes reference from "Oklahoma" to "this state" in the definition of the state's goal to recruit, retain, and motivate a quality workforce.

Maintains the state's requirement to provide a flexible pay system based on market data from public and private sector sources, balanced by the state's fiscal conditions.

Becomes effective July 1, 2014, with an emergency declaration for immediate implementation.
