Amends 63 O.S. 2011, Section 1-853.1 regarding certificates of need for not-for-profit life care communities

Allows State Department of Health to approve initial certificates of need for nursing care beds up to 20% of total life care community units without requiring a separate certificate of need

Permits open admission to 50% of nursing care beds on a permanent basis, while limiting open admission to the remaining 50% of beds to the first seven (7) years following initial licensure

After the seven-year period expires, restricts admission of non-residents to nursing care beds only for individuals who are: residents of 30+ days, short-term residents requiring unexpected skilled care, those likely to transition to non-certificate beds within 30 days, or family members of existing residents

Applies provisions to all certificates of need previously or hereafter granted under this section; effective November 1, 2014
