SB1456 Summary

• Amends 17 O.S. 2011, Section 156 to regulate how retail electric suppliers charge customers with distributed generation systems installed after November 1, 2014.

• Prohibits retail electric suppliers from charging rates or surcharges above the full costs necessary to serve customers with distributed generation on the customer side of the meter.

• Prohibits subsidization between customer classes by allowing higher fixed charges for customers with distributed generation compared to those without, deemed to be in the public interest.

• Defines distributed generation as customer-owned or operated devices that are interconnected to the supplier's grid, offset only monthly energy consumption, exclude emergency generators and demand-based service customers, and exclude supplier-operated generators.

• Requires retail electric suppliers to implement compliant tariffs no later than December 31, 2015, with effective date of November 1, 2014.
