Amends 70 O.S. 2011, Section 18-201.1 regarding school district weighted membership calculations for state funding purposes.

Requires statewide virtual charter schools and full-time virtual education providers that claim economically disadvantaged student weights to annually verify income levels of 10% of parents/guardians through random sampling.

Mandates these schools submit income verification findings to the State Department of Education.

Takes effect July 1, 2014, with emergency clause for immediate implementation upon passage and approval.
