Amends Oklahoma statutes to require charter schools to provide transportation within school district boundaries, with parents informed at enrollment time.

Prohibits statewide virtual charter schools and full-time virtual education providers from receiving Transportation Supplement funds if they choose to provide transportation services.

Modifies state aid formula language to reference "this title" instead of "Title 70 of the Oklahoma Statutes" for technical clarification.

Becomes effective July 1, 2014, with emergency clause allowing immediate implementation upon passage and approval.
