Changes fiscal years for media program accreditation exemptions from June 30, 2013-2014 to June 30, 2015-2016; school districts exempt from withdrawal, denial, or penalty for failing media standards during these years.

Modifies four-year adjusted cohort graduation rate calculation to recognize high school diplomas accepted by higher education institutions accredited by Oklahoma State Regents for Higher Education.

Exempts school districts from forming or participating in advisory councils for fiscal years ending June 30, 2015 and June 30, 2016, unless required by federal law.

Allows school districts to elect to expend textbook allocation funds for any purpose related to school district support and maintenance during fiscal years ending June 30, 2015 and June 30, 2016.

Becomes effective July 1, 2014 with emergency clause for immediate implementation.
