SB 1491 Summary

• Directs the Oklahoma State Regents for Higher Education to adopt a policy allowing students to qualify for resident tuition rates at Oklahoma public universities if they were an Oklahoma resident when receiving their high school diploma.

• Eligibility requires the student to have earned a high school diploma from an Oklahoma public school, private school, or through other lawful means of education.

• Students must satisfy institution admission standards, enroll before July 1, 2016, reside in Oklahoma while enrolled, and be a U.S. citizen.

• The resident tuition eligibility does not affect access to other state-based higher education benefits available by statute.

• Declares an emergency effective date of July 1, 2014.
