Amends 82 O.S. 2011, Section 541 regarding master conservancy districts in Oklahoma

Prohibits nonelected employees of municipalities that are component areas or users of a master conservancy district from serving on the board of directors of that district

Allows existing board members who do not comply with this prohibition to complete their current term and remain eligible for reappointment or re-election

Increases director per diem reimbursement from $50.00 to not exceeding $100.00 per meeting for no more than two meetings per month

Clarifies language regarding board member eligibility requirements, including that members must be freeholders and qualified electors residing within counties where the district is located
