Provides a 2% annualized salary increase effective July 1, 2014, for all full-time state employees and temporary/limited-term employees employed on the last working day of June 2014.

Increase applies to county health department employees, conservation district employees, and George Nigh Rehabilitation Institute employees.

Employees on leave without pay status receive the increase upon return to work; those reinstated within 30 days receive it immediately upon reinstatement.

Excludes from the pay increase elected officials, cabinet secretaries, judges, district attorneys, higher education institution employees (except George Nigh Rehabilitation Institute), and certain contract personnel.

Declares an emergency, making the act effective immediately upon passage and approval, with the salary increase taking effect July 1, 2014.
