SB 1510 Summary

• Amends 17 O.S. 2011, Section 139.105 regarding the Oklahoma Lifeline Fund, which provides financial assistance to low-income Oklahomans for basic local exchange telecommunications service.

• Establishes eligibility criteria requiring customers to participate in programs including Temporary Assistance to Needy Families, Food Stamps, Medical Assistance, Supplemental Security Income, vocational rehabilitation services, or the Sales Tax Relief Act.

• Requires eligible telecommunications carriers to obtain written customer certification at initial application and annually thereafter, including verification of eligibility, primary residence status, age (18+), and that the household receives only one Lifeline service benefit.

• Caps reimbursements from the Oklahoma Lifeline Fund at two cents ($0.02) per month per Lifeline subscriber, limiting the amount carriers can receive for providing these services.

• Becomes effective November 1, 2014.
