SB 1518 Summary

• Amends 22 O.S. 2011, Section 914 to change the verdict language for insanity cases from "not guilty by reason of insanity" to "guilty but insane"

• Modifies 22 O.S. 2011, Section 1161 to update terminology and procedures related to criminal defendants found insane, requiring courts to pronounce defendants as "guilty but insane" when a crime was committed under circumstances of insanity

• Makes language gender neutral by changing references from "he" to "or she" in relevant statutes

• Establishes procedures for the Forensic Review Board to evaluate individuals committed under insanity findings for therapeutic visits, conditional release, or discharge

• Takes effect November 1, 2014
