Amends 10A O.S. 2011, Section 2-6-102 to allow the Oklahoma School for the Blind, Oklahoma School for the Deaf, and school districts to access confidential juvenile records without a court order when a child is currently enrolled or presented for enrollment.

Allows agencies possessing juvenile records to provide requested information to the schools within five (5) business days of receipt of the request through written, digital, or secure facsimile delivery.

Requires that all records disclosed to schools remain confidential and can only be used for purposes directly related to the child's enrollment or educational needs.

Amends 10 O.S. 2011, Section 1419 to modify the notification date for contract renewal from April 10 to the first Monday in June for Oklahoma School for the Blind and Oklahoma School for the Deaf personnel.

Becomes effective July 1, 2014, with an emergency clause allowing immediate implementation upon passage and approval.
