Senate Bill 1521 - Foster Parent Accountability Act of 2014

• Foster parents caring for children age 15 and older must submit annual reports on transitional plans to the Department of Human Services, effective November 1, 2014.

• Transitional reports shall address the child's understanding of health maintenance, housing, postsecondary education, employment opportunities, essential documents (Social Security cards, state ID), and interpersonal communication skills.

• Child welfare specialists are responsible for maintaining records of transition plans and ensuring timely submission to the Department; supervisors must ensure compliance from caseworkers.

• The Department of Human Services must adopt rules to implement these reporting requirements and submit quarterly compliance reports to legislative committees.

• The therapeutic foster care exception exempts case workers from these record-keeping and submission requirements.
