Amends 21 O.S. 2011, Section 748.2 to establish comprehensive rights and protections for human trafficking victims, including shelter, medical care, mental health services, and legal assistance.

Expands civil liability by allowing trafficking victims to sue perpetrators for actual and punitive damages plus attorney fees and costs in district court without requiring a prior criminal prosecution.

Modifies statute of limitations for civil actions to begin at the later of the victim's emancipation, twenty-first birthday, or when the victim discovers they were trafficked and the defendant's responsibility.

Requires law enforcement to inform trafficking victims of emergency hotline numbers and provide written notice of their rights; mandates immediate notification to Department of Human Services when a minor may be a trafficking or sexual abuse victim.

Establishes that criminal charges against minors must be dismissed if investigation shows it is more likely than not that the minor is a trafficking or sexual abuse victim, with DHS assuming custody and services instead.

Effective date: November 1, 2014.
