• Amends Section 14-109 to clarify materials allowed to transport under special permits for single axle load limits and establish annual $100 special overload permits for certain vehicle types.

• Modifies Section 1133 vehicle license fees for commercial vehicles over 8,000 pounds, with rates ranging from $95.00 (8,001-15,000 pounds) to $1,078.00 (89,001-90,000 pounds).

• Clarifies that frac tanks, construction machinery, commercial trailers and semitrailers cannot operate unless the pulling truck is properly licensed or weighs 24,000 pounds or less with a valid temporary license plate.
