SB 1571 Summary

• Creates a Port-of-Entry Officer Unit within the Transportation Division of the Corporation Commission to enforce commercial motor vehicle regulations and highway protection laws.

• Officers stationed at various U.S. highway points and weigh stations are authorized to arrest violators, enforce size and weight regulations, direct traffic in emergencies, and serve warrants related to vehicle operation laws.

• Requires all port-of-entry officers to be certified with the Council on Law Enforcement Education and Training and receive the same training as Highway Patrol officers from the Department of Public Safety.

• Revenue from safety citations is apportioned as follows: 75% to Department of Public Safety Revolving Fund, 20% to Corporation Commission Revolving Fund for uniforms and equipment, and 5% equally distributed to county highway funds.

• Effective July 1, 2014, with emergency provisions allowing immediate implementation upon passage and approval.
