Removes obsolete requirement that the Oklahoma Corporation Commission promulgate rules implementing the Oklahoma Universal Service Fund (OUSF) by January 31, 1998.

Makes technical corrections to statutory references within the OUSF provisions, replacing references to "act" with appropriate statutory title citations.

Eliminates outdated language that is no longer applicable due to the passage of time since the original 1998 rulemaking deadline.

Declares an emergency, making the act effective upon passage and approval.
