Abolishes the Oklahoma Used Motor Vehicle and Parts Commission effective January 1, 2015, transferring all assets, functions, personnel, and licensing authority to the Oklahoma Motor Vehicle Commission.

Transfers responsibility for licensing and regulating used motor vehicle dealers, wholesale dealers, and automotive dismantler/parts recycler businesses from the abolished commission to the Oklahoma Motor Vehicle Commission.

Requires the Oklahoma Motor Vehicle Commission to absorb all transferred employees while maintaining their leave balances, retirement benefits, and salaries without reduction as a direct result of the transfer.

Establishes a transition team led by both commission directors to coordinate the orderly transfer of duties, property, records, and financial obligations between July 1, 2014 and January 1, 2015, with a directive to reduce full-time-equivalent employees by 5%.

Increases the Oklahoma Motor Vehicle Commission's authorized full-time-equivalent employees from 6 to 18 to accommodate the transferred functions and modernizes statutory references throughout Title 47 to reflect the consolidation.
