Replaces the "Corporation Commission" with the "Department of Public Safety" as the agency responsible for operating ports of entry weigh stations under the Oklahoma Weigh Station Act of 2012.

Requires the Department of Public Safety to operate all current and future ports of entry weigh stations 24 hours a day, 7 days a week upon availability of funds.

Prohibits commercial motor vehicles from being cited for the same violation on the same date by multiple Oklahoma officers, provided the vehicle configuration and load have not changed.

Authorizes the Department of Public Safety and other agencies to enter into interagency agreements to electronically share citation information and reduce duplicate inspections of compliant vehicles.

Takes effect July 1, 2014, with emergency declared due to immediate necessity for public peace, health and safety.
