Amends 29 O.S. 2011, Section 4-144 to require hunters who kill black bears to attach a tag to the carcass.

Sets licensing fees at $100 for resident hunters and $500 for nonresident hunters to hunt or take black bears.

Provides exemption from licensing fees for residents who held a lifetime hunting license or lifetime combination hunting and fishing license issued before July 1, 2012.

Establishes penalties of $200-$500 fine and/or up to 6 months jail for residents failing to obtain required license; $800-$1,000 fine and/or up to 6 months jail for nonresidents.

Effective July 1, 2013, with emergency clause allowing immediate implementation upon passage and approval.
