Prohibits operators from using wireless communication devices while driving in school zones during reduced speed limit hours, with exceptions for hands-free devices.

Defines "wireless communication device" based on 47 U.S.C. Section 332 commercial mobile service standard and "hands-free device" as speakerphone or equipment allowing hands-free operation.

Establishes fines up to $250 for violations, increasing to $500 if the violation results in an accident.

Provides affirmative defenses for emergency calls to emergency services, hospitals, fire departments, medical facilities, or police departments.

Exempts authorized emergency vehicle operators and FCC-licensed radio frequency device operators; becomes effective November 1, 2014.
