SB1604 Summary

• Creates the "Oklahoma Veterans Traumatic Brain Injury Treatment and Recovery Act of 2014" to provide hyperbaric oxygen treatment (HBOT) for Oklahoma veterans diagnosed with traumatic brain injury (TBI).

• Establishes a "Veterans Traumatic Brain Injury Treatment and Recovery Revolving Fund" in the State Treasury, funded through donations, appropriations, and other monies, to pay for approved HBOT treatment.

• Grants the Oklahoma State University Center for Aerospace and Hyperbaric Medicine (OSUCAHM) statewide jurisdiction over all medical treatments and reimbursement costs, with authority to approve or disapprove treatment plans that deviate from established standards.

• Requires participating facilities to provide HBOT treatment to eligible veterans at no cost, with bills submitted to the Director of the Office of Management and Enterprise Services for payment from the revolving fund up to the reserved amount.

• Provides that reserved funds expire after six months of no treatment activity, with unexpended funds released to other eligible veterans; veterans are held harmless if treatment costs exceed available fund balance.

• Effective November 1, 2014.
