Amends 47 O.S. 2011, Section 1127 to clarify that reduced vehicle registration fees ($15.00) apply only to active duty military personnel and their spouses, not retired or inactive members of the Armed Forces.

Extends reduced registration fee eligibility to Oklahoma residents stationed out of state on official military assignment, allowing them to register vehicles in Oklahoma at the same $15 fee.

Exempts Oklahoma residents stationed out of state from vehicle inspection requirements if they present valid out-of-state inspection documentation acceptable to the Oklahoma Tax Commission.

Allows Oklahoma military residents stationed out of state to authorize their parents to register their vehicles if unable to do so themselves.

Provides 30-day grace period for military personnel transferring to Oklahoma duty stations with federal vehicle registration before state registration is required.

Effective date: November 1, 2014.
