Amends 72 O.S. 2011, Section 63.2 regarding the War Veterans Commission of Oklahoma, which consists of nine members who must be honorably discharged veterans.

Requires executive officers of veterans organizations to submit performance and financial audits annually (by January 1 in years when their appointee's term expires) to the Secretary of State, Governor, President Pro Tempore of the Senate, and Speaker of the House.

Mandates that audits be conducted in accordance with generally accepted auditing standards in the United States and certified by a certified public accountant, clearly showing total paid membership.

Renders organizations ineligible to submit a nominee to the Governor if they fail to comply with audit submission requirements.

Becomes effective November 1, 2014.
