Amends 47 O.S. 2011, Section 4-103 to update language in Oklahoma's anti-theft laws regarding motor vehicles and implements of husbandry.

Changes the statute to refer to "a vehicle or implement of husbandry that" instead of "who" to correct the grammatical reference in the criminal statute.

Applies to persons who receive, possess, conceal, sell, or dispose of stolen or converted vehicles knowing them to be stolen property.

Establishes the offense as a felony crime in Oklahoma.

Becomes effective July 1, 2014, with an emergency declaration allowing immediate passage.
