• Requires state agencies to obtain legislative appropriation and authority before finalizing any service contracts

• Agencies must prepare a formal request to the Legislature for funding and authorization to hire personnel and obtain resources necessary to oversee, monitor, and enforce service contracts

• No procurement can proceed unless the necessary appropriation and authority have been granted by the Legislature

• Becomes effective November 1, 2015
