• Service contracts exceeding $1,000 between state agencies and private contractors for governmental functions must provide state access to all records and files related to contract performance.

• Contractors must maintain public records that would ordinarily be kept by the state agency, provide agency access to such records at no more than statutory costs, and comply with the Oklahoma Open Records Act.

• Contractors must abide by the Oklahoma Open Meetings Act, ensuring all meetings between private contractors and state officials are open to the public.

• Exemption applies to full-time and part-time employees of state agencies.
