• Updates statutory references and removes obsolete language related to the Commission for Educational Quality and Accountability

• Modifies school grading system to use letter grades (A+, A, A-, B+, B, B-, C+, C, C-, D+, D, D-, F) based on performance percentages from 97-100% down to 59% and below

• Requires State Board of Education to promulgate rules for implementation; maintains school site report card requirements for parents
