SB 1661 Summary

• Transfers all powers, duties, functions, and responsibilities related to adult education from the State Board of Education to the State Board of Career and Technology Education effective July 1, 2014.

• Replaces references to the State Board of Education with the State Board of Career and Technology Education in statutes governing adult education matching funds (70 O.S. 2011, Section 3-110.1) and adult high school completion programs (70 O.S. 2011, Section 5-132).

• Transfers all equipment, supplies, records, assets, liabilities, fund balances, and related funds from the State Board of Education to the State Board of Career and Technology Education.

• Authorizes the State Board of Career and Technology Education to adopt rules for adult education programs and enter into contracts for General Education Development (GED) services.

• Creates the Adult Education Revolving Fund in the State Treasury, consisting of fees from GED writing component scoring, with expenditures limited to maintaining GED testing and scoring processes.

• Preserves the Department of Education's responsibility for issuing diplomas to those who pass the General Education Development test according to State Board of Education criteria.
