Creates the Oklahoma Career Promise Act to provide financial aid for students pursuing associate degrees in critical industry areas identified by the Oklahoma Department of Commerce

Establishes the Oklahoma State Regents for Higher Education to identify and correlate associate degree programs (minimum 900 contact hours or 24 college credit hours) at state institutions with critical industry sectors

Awards eligible students an amount equivalent to resident fees at their institution; students who earned concurrent enrollment credits receive reduced awards based on remaining coursework needed to complete the degree

Requires students to complete qualifying associate degree programs within 28 months of enrollment to be eligible for resident fee reimbursement if the program consists of four semesters

Creates the Oklahoma Career Promise Revolving Fund to provide awards on a first-come, first-served basis to eligible applicants, with funding subject to legislative appropriation
